Referring to my communication of this date

I have the honour to state to Your Excellency that

it having come to my knowledge that complaints had

been made in Hongkong by the Chinese labourers here

regarding their treatment by their employers I made

enquiry on the subject; the result being embodied in

the enclosure in my letter to Your Excellency men-

tioned above.
